    What I look from maps to live video it seems that there is over 20sec delay on video. I wonder if the keep this like because they don't want to broadcast any hard accidents etc.

    There is always a delay with internet streams. I haven't ever checked how live the maps are, but 20+ seconds is quite standard.

    even youtube-live have 40sec delay.
