Yes, compressions can be put in notes on recce, but as recce is carried out in different car at lower speed it must be difficult to judge what effect it will have at race pace.
it doesn't matter if it is on the road or not, if it is likely to cause trouble you have to have it in the notes.
if there is a three in the middle of the road, you aren't going to crash into it just because you follow the road are you?

I've driven rally's where there were huge potholes right in the middle of the road, deep enough to likely rip a wheel off. nobody drives through them just because they are on the normal line. no, people adjust their speed and/or line to avoid them.

and yes, drivers with that much experience know what a certain hole a bump will do to their car, even when doing recce at slow speed.
