I guess everyone was in Corsica.

Maybe checking there was no sign of the electrical / hydraulic issues on the test car, or a fix had been made and needed checking before it got shipped to Portugal ?

Bogie must've been the nearest available rally driver...

There is also quite complicated rules for test days in 2017. Some are for quest drivers and some are for the team and etc. So, it might be related to that.

For Toyota, Nikara is doing shakedowns in "home field"

All WRC teams are doing shakedowns near the HQ before going for rallies, tests, etc. For MSport different drivers are doing that, for Hyundai Abbring for example. MSport is always using Kirkbride airport for it, they are waiting for their own track to be build and then probably will be able to do all in Dovenby.
