There were also a few fast sections on the video, I just thought it was interesting to see some slower snowy sections.

The rod is a sign for the snow plough when cleaning the road.
But the rod did not do the damage. They break easily when hit.

The damage was done by the small beton barrier on the ground (small bridge).
The rod was there to mark it.
