    Limited tyres per event means using the heaviest winter tyre in shakedown means that you can take fewer soft/dry tyres on the rest of the event, so you have fewer options and may be forced to use inappropriate tyres for stages later on, which according to Citroen (and bluuford) mostly won't be so wet and slushy.
