So, since the Official presentation, no Tarabus(expected) and also Gryazin in 208 R2 instead of the Fabia R5.

Tarabus has sent excuse, his car was not able to be prepared in time after Acropolis. Regarding Gryazin, he was planning from beginning to start with 208 R2 as he is doin ERC Junior...

How many of those will be able to run the Qualifying Stage? All of the RC2? First 12?(would be fair within the national championship)

Everybody with FIA or ERC priority. So in this case, all cars with numbers 1-43 will do qualify...

That is still the problem of ERC registrations... For registered drivers, number is not so important, they will start according to order on qualify... And BTW, Al Kuwari will not start, unfortunately
