Lets face it, Sweden was very lucky, getting the cold weather for when they did, that saved the rally.
To get more certain snow conditions, they must move north, maybe all the way to Østersund.
Of course they habe the whole organisation, also all the volanteers coming from Värmlands county, and now they might have to go to past Dalarna, and all the way into Jämtland. That will require that they have to bring all staff, and many volunteers up north, at least the first year.
But they are arranging rallies in the Østersund area, so they know how it is done.
Maybe a change of scenery is a good thing, also for the drivers, when all comes to all!

I agree of course and the WRC promoter also said that RS need to be able to make sure that the rally is in winter conditions.
I think for 2017 they will not move it that far. Perhaps northern Värmland/south-western Dalarna. The problem is that that won't be
100% snow safe either. Even places like Särna/Idre in the north-western corner of Dalarna have less then 30cm (1 feet) of snow
when there normally should be at least 2-2.5 x that amount.
For 2018-19 I agree that such a move probably won't be enough.
Österund do have an annual championship round but do they have:
enough volunteers?
enough sponsor backings?
Enough available roads (some 10-12 unique proper stages are required) when you take into account transport stages, access roads, county board/road owner permissions?
What do the ski-resorts think? If their rooms becomes occupied by rally people, it likely will mean less people who buy ski lift access cards, renting skis and etc.
In a way it will be easier for international visitors to get there since Östersund have an airport with multiple daily flights to Stockholm.
They also have train connection with the rest of Sweden. Two things that Hagfors lacks,
However perhaps less local visitors due to much larger distance the larger population centre that stretches from Oslo in the west to Stockholm in the east.
For most of them spontaneous day visits will no longer be possible or at least allot more difficult compared to the current area.
I have about 250km to Hagfors (about a 3 hour drive) but over twice that (550km) to Österund and a 7 hour drive.
So while necessary, it will be a tough mountain climb....Funny how ev'rything was roses when we held on to the guns...
