That's a smart approach. Rather than penalising him once and him paying a fine, this way he knows if he cheats again on recce (which is what he is doing by speeding that much) he will start the rally with a big penalty.

While not really a surprise it does make one wonder who will do the tarmac. Paddon has no recent or historical decent tarmac form. Lappi is therefore most likely, he does not have any good results...
