Driver has better car, he is better driver, his tyre choice is better, he has more commitment, he knows the road better.

Is that what the strategy of the teams who is involved?

Difficult to say, perhaps in some cases.

Is this the regulation that promotes this situation?

No.

is this the level of drivers who is involved?

Yes.

Is this the costs which prevent the struggles more intense??
