Beijing is 2nd with 21.15 million
the others don't make the top 5
Mumbai is 8th at 12.6
Mexico City is 21st at 8.8
Tokyo is 20th at 9.1

LoL Mumbai isn't there ?...what is the definition of city used? Is it the Municipal limits only or a Metro region since for cities like Mumbai the whole metro region will probably have the most people in the world!

Good question storm. In the research I have Mumbai is listed as 8th with 12.7 million and is described as a municipal corporation.
We have the top 4
Shanghai - 24.2
Beijing - 21.2
karachi - 19.5
New Delhi - 17.8
????? - 17.1

On paper, maybe. But you could easily do the same with F1. Because the final regulations weren't set until end of 2025, things were changing every time. Well you know when engine regulations were...
