It's not very clear at all.

Essentially, look at the users. "CALLOFDUTY05" has a red bar and reputation of -42 and his rep power is 0. Where as "ChampionLLY" has 3 green bars, 244 reputation and a reputation power of 3.

Because "CALLOFDUTY05" is probably a moron, he can't give as much reputation as "ChampionLLY" because "ChampionLLY" is probably quite useful and not a moron
