That's not true. The main reason was hybrids.
Anyway you shall look at it from the other side and ask why they didn't manage to bring new manufacturers despite that move, i.e. search for the true reason... and that is that WRC simply don't have the marketing value worth joining.Stupid is as stupid does. Forrest Gump

On paper, maybe. But you could easily do the same with F1. Because the final regulations weren't set until end of 2025, things were changing every time. Well you know when engine regulations were...
