We can create any kind of artificial rules to improve some situation, but the general problem is lack of competition which is base reason for the cruising situation - there is no need to push and fight for position.
Which is exactly like it was 40 years ago as well in the last few stages. Of course they can remove the tyre saving, but you won't see them fighting for position on a 60km sunday when the gaps are one minute or more, not even a longer sunday would change that to be honest.
