Running the same stages two time in same rally is ok on asphalt and gravel (most times), but on snow, with 50+ 4wd Rally1/Rally2 cars, it is too much. So for rally at WRC level they must run all stages 1 time.
Ford should certainly be able to afford part of the cost of developing a WRC27-spec car with M-Sport.
The new Cars are considerably cheaper than the Rally1 and sales should be good to privateers....
