An example. You have a left lane leading left or straight. Right lane leads only straight. Now a vehicle in the left lane is taking left turn and another vehicles behind it slow down. You come by the right lane with other cars in front and behind you. Will you now slow down not to overtake the slowly moving left lane? Of course not because you would simply block the traffic.
OVERtaking is fine anywhere including city centres, but any UNDERtaking is not allowed in the UK unless the lane you are in is turning off the main road.
