So again. It is allowed in the city driving because it is not overtaking per law in Croatia. In a city traffic on multi-lane roads it is totally common that vehicles in different lanes pass each other in whatever order. I'm quite sure it is like that in major British cities as well.
An example. You have a left lane leading left or straight. Right lane leads only straight. Now a vehicle in the left lane is taking left turn and another vehicles behind it slow down. You come by the right lane with other cars in front and behind you. Will you now slow down not to overtake the slowly moving left lane? Of course not because you would simply block the traffic.
