Depends on car and fuel map, but generally R5 peak torque is at 4500-5500, max power at some 5500-6500 (this is usually more flat curve).
Actually last week I attended comparison test between R4/N5/N4 organized in Finland before Itaralli. Important people from AKK Federation were there also, preparing for regulations for 2021. I can't go into details, but R4 was fastest. Other two cars similar times.

Where do you set the limit? Do you allow a new engine and a new gearbox on every day of every event? Using your figures that would be €1.5 million in engines and gearboxes every event!
