I may be wrong but as far as I know: the organizers didn't decide specifically that Loeb couldn't drive the latest car. The rules changed to limit width to less then it was so the 2018 car is too wide. Also it was known already last year that the latest version of the car would not be permitted by the regulations this year.
Ogier is lucky that Tänak made the worst decision of all time in WRC when he left Toyota and joined Hyundai. This gave him opportunity at first place to join Toyota and collect more titles.
