Not so sure about that, Matton says Meeke, Breen and Lefebvre have deals for 2018 and that Citroën doesn't have a car for Loeb in 2018 yet, I would believe Citroën would welcome Loeb more than Mikkelsen.
Fragile? Ogier had 0 DNFs in 2019 due to technical trouble. Only technical problems were 2 times broken powersteering, in a whole season (which of course was enough to make Ogier and his wife rage)....
If it is just a new investor (not a new Promoter) that means they wont be changing anything except financial matters. And yes, the FIA has to decide and approve the Regs.
