I very much doubt the torque split would have been changed to more than 50 percent front
The Lancia Delta HF 4WD and 8v Integrale had 56/44 torque split. Those cars won three championships. It wasn't until the 16v version (San Remo 1989) that it was changed to 47/53. But yeah, different times, different cars.
Where do you set the limit?
Do you allow a new engine and a new gearbox on every day of every event?
Using your figures that would be €1.5 million in engines and gearboxes every event!
The WRC has some stupid rules.
The manufacturers spent 60 miilions a year or more to win titles, and then they limite engines to only two?
A third one would blow the budgets? Seriously?
