Apparently Latvala didn't have time to change settings for today because of problems in the morning.

It totally is long term solution, more so when the regs are designed for future flexibility in mind. Rally2 sourced engine is just fancy phrasing for road-car derived engines, which is imo...
WRC mainclass from 2027
