Shouldn't it be automatically :51? Because between TC and Start u got always 3 minuten eventhough it's cancelled. Or do I misinterpret the translation?

No, it's not always 3mins between time control and start of the stage. If stage goes "normal" gap may become bigger usually, if stage is canceled very often time is shorter than those 3mins.

According to rules, between time controls and also between TC and start is minimum 3 mins gap. But, when you are ariving to start, you are giving your time card immediately to timekeeper. And it is timekeeper's discretion in which time they let you to start and which time they will write you into timecard...

Thought so that it's almost everywhere like that being Timekeeper in Belgium for several years now. And yeah timekeeper at the start should have seen that he must have started at 51 not 50. Quite weird in my opinion.
