If there will be really cold weather and no fresh snow, Neuville will benefit. His studded tires will have better grip on the hard freezed snow, which will be getting so loose for the late runners.

If you meant ice as hard freezed snow, then yes. Spikes need ice.

Tanak will have Poland-Latvia-Finland later in the year in which he's faster than Neuville. He can afford to "just" score points in his worst rallies, but indeed we'll see how Sweden goes.

After Finland could be the correct point, where the team orders might come into play.

Evans did well on his cleaner roads of Thu/Fri, but then struggled on the dirtier roads on Sat when he was running last. Unsurprisingly this affected his times and then it wasn't worth risking everything to try to get it back.

In my opinion the answer is NO. Yes, his is 2019 ERC Title holder, but he got the title because other drivers chrashed or did not participate. He is just not fast enought for world level. I think Mads Otsberg is kind of similar -always in a mix, but just not fast enoughts if others are around.
