For 99% of times it's just extra weight to carry.

To be fair, a misted windscreen needs air-con on cold to clear it. All the manufacturers should fit AC in rally then theres no weight disadvantage.

What is this rally

Is that the rally or the state of the sport? I'm sorry but there has been like million rainy events before. Some of us do remember even Loeb driving a night stage in Wales without lights. If there are messy conditions just drive to finish. You may get a minute on every stage but that's how it is. It's not like there is half a meter of snow on stage so that it's not physically possible to pass. You can pass a stage like this and if you can't do it flat out just don't do it flat out.

Anyway Mikklesen seems to be superconfident from the footage we got.
