Are you sure? Official spectator areas A and B are before 2,2 km. Only the very first 500m is forbidden, probably because of farm animals and farmyards.

I think it's usually 1min for all, maybe a 2min gap between the last 2WD car and first 4WD. However be careful towards the finish of the stages, the gaps between those cars can differ quite a lot between these.
Seen the vetomies quite a few times in Finland, was never disappointed.
