Unfortunately it’s been the case since 2010(ish).

2008 and 2009 longest stage of the season was 41,5 and 40,5 km respectively, but other than those it's been clearly longer. In 2018 longest stage of the season was still 55,2 km, 2019 it dropped to 47,2km. From 2020 this has taken a plunge down to 37-38 kilometers.

It's not clear how much he lost time before he changed. But seems, that there were a bit lost on notes when they started after changing.

That is true but in 2018, only three rallies had itinerary in excess of 350 kilometers and only one by any significant amount (Monte 388 km) - so this limitation was mainly theoretical.
