Well, 3rd in a car he hasn't driven before, within striking distance, not having competed for six months or so, better to approach it sensibly rather than put it on its roof straight away.

it's just they can't do everything at the same time. we all know that the project was late, and regaining time is not easy, especially with "low" funding and limited testing.
