So that means we in the UK can't get WRC+.......

Here at Portugal, Sport tv broadcast live and we have WRC+.

Yes there is. Online ads do not contribute to the broadcaster bottom line. They go to whoever is hosting the online stream
Broadcasters like BT Sport work to prevent things like WRC+ because why would you subscribe to BT Sport for your WRC fix if you can just get WRC+ at a far cheaper price?
