if your good at drawing, then photoshop.
Draw it free hand or use whatever tools it has to create what you want.
As far as i know theres no specific program for designing circuits. Apart from a pen and paper.

3D Max can be used to create maps for games, as well as "real life" if you're not looking for Tilke level of professionalism.
