That is the rule normally, but here the PS is not the last stage.
It's not been announced if the rule will be changed for GB so we have to assume it remains and driver's must finish to retain their PS points.

Originally they wanted Great Orme to be the power stage. However, FIA refused because an all-tarmac semi-super-special is not representative of the rally and not fitting for a power stage. Meanwhile, local funding was agreed by getting the Great Orme scenery on TV broadcasts. Thus a compromise was made to have an earlier stage as the power stage and Great Orme as a televised final stage. Well, why is Gwydir 1 power stage and not Gwydir 2? I suppose the reason is that the TV crews need more time in between to move from Gwydir to Great Orme.

They wanted it to be the last tarmac stage, but had to change it yes. It was discussed here also in spring.

And its funny they dont sign 'Bed and Breakfast' in Welsh...
