now Loeb has 1 min to Ogier..... if Ogier is unable to catch people in front of him (which is quite likely), will he get orders to drop behind Loeb?

Nope, they are equal says Quesnel. wrc.com start lists say Sandell and Brynildsen should have started before Loeb but no... S2K cars run later...
