Is the 2012 update mandatory or optional?

Evo 12 is optional till the date when it will be mandatory (1 year after homologation)

Not fully. Some parts are erratum, some are VO and those are not mandatory.

What does it mean in practical terms that Peugeot Sport has stopped support for all 207 models?

no new parts homologated or what?

I don't know if they still develop something (I doubt so) but what I meant in that other topic is that Peugeot Sport stopped support to any 207-related activities. That means while two years a go there were plenty of Peugeot Sport/importer backed teams, now they are none. They do support only 208 R2 now and later they will support 208 R5.
