Mistake by co-driver?

I think in a bid to swap positions between Craig & Thierry, Hyundai got their calculations wrong and sent Thierry at the wrong time, either that or miscommunication between the crews and HQ. Anyhow, I don't think it was intended, questions is, do you still give 2nd place to Neuville or do you order them to stay put?
Breen can still collect 30s penalty, which would put him approx 5 seconds behind Neuville and 5 seconds ahead of Ogier. Not the safest possible gambit but possible.
The only reasons I can think of:
1. Try and tempt Ogier into taking some massive risks on PS by making the gap smaller. Highly Unlikely.
2. Protect Breen's position from 'team orders' by making the gap to him too big. Highly unlikely.
3. Co-Driver mistake. No chance.
Urmo now in rallystudio and talking about powerstage. Obviously not a finished product. Talking about adding faster sections with jumps from the start like I mentioned couple pages ago.

Like Thierry commented - what kind of tactics it could be?
It is too early for getting penalties and change position, anything can still happen and you can shoot to your own leg with that. So it must be clearly happen without planning it to happen.
