Tänak did also a test last year with the new rear wing and updates although he was leaving

that depends on a lot of things. i don't think there's any secret weapon at this time of development ( it's not like it's the first year and you can come up with big changes). sometimes you want to benefit from an experienced driver with your car, who can evaluate progress. no point in testing with people that never driven the car before. another reason is timing: what if they need to test something now to choose a direction? they cannot wait for a contract to expire (and there's not much on the market to use as a substitute, tanak can't test properly now -maybe some secret run, but testing is different-) so you test with the current drivers. and so on...
i guess no testing this year for the new season like last year?

Hyundai and Toyota can of course test in Finland any time
Hyundai has actually 4 testing days still and also 3 jokers compared to Toyotas 0
