Why? There is no need for penalty, he was in time...
Because Tanak/ MJ gave 'outside physical assistance' to Ogier. Only the organisers probably could have done that within the rules.
Therefore Ogier's timecard incident is likely to result in some type of penalty, potentially disqualification - What is similar Makinen(dsq) getting help to change the tyre at the Safari from the locals? https://www.nation.co.ke/news/1056-403504-ks6wbtz/index.html

But KKS was writing about LATE penalty, which is different. Ogier was in time in TC with his timecard. Of course, penalty from stewards should be s different story.

And there is question, if bringing timecard by different crew is a problem against rules. I think that this is not completely clear according to regulations and it depends mainly on the stewards what they will want to find there...

I don't think that this can be considered as an outside assistance. In my opinion this incident happened within a grey zone not clearly defined by the rules.

Is the Ogier incident like the Dakar Rally and like the Peterhansel saga. The French language rule interpretation will have to be checked against the English language rule translation ?
The WRC rule books and technical regulations s provided to the wrc teams are likely to be more detailed than the pdf wrc rules posted online?

Latvala made the same power stage mistake as last year?
What a thriller to the end. What a drive by Neuville, beating Ogier by straight driving without big mistakes or setbacks from Ogier, a big mental step for Neuville. Watching the Neuville onboard from Cala Flumini was probably the greatest All Live moment so far, such crazy driving and fighting for fractions of seconds at the front. I think it was remarkable how far Ogier and Neuville were from the rest. And in a sense, the same was noticable yesterday between Lappi-Latvala and Paddon-Østberg.
Also nice that Lappi got now two clean drives after a troubled start of the season, a podium well deserved. Good to see Latvala back on pace as well, it's still unclear whether the retirement was his own fault or not. Kind of same with Tänak.
Breen has had a really difficult season apart from Sweden where the front runners suffered from the loose snow, but it seems he also has a lot of technical difficulties which always put him in a bad road position, ruining the rest of the rally. Paddon was also quite tame compared to his best days, maybe he took it easy because of the Portugal injury?

yep, but they can't check in before Tanak was checked. So if no TC19A late penalty for Ogier - it was before in queue to check-in.
That's why I post about 1.12km and so little time (6min) between next TC. If Tanak arrive straight on time without any holding before - it's solid 3min late for Ogier

I dont agree with last part of your sentece. When regulations talks about time card, they are writing about giving it in time control (start, stop). There is nothing what should be done meanwhile. Of course, if nobody brought that time card to them and Ogier should be in time control without time card, it is very simple - he cannot continue. What is the PRECISE regulation regarding the handling of the time cards?
From the two rules that Julian Porter read word-for-word on All Live, there is absolutely no penalty that can be legally justified. The time card was handed to the start control on time, and no external object, solid or liquid, that was not manufactured by the organizers was given to the crew.
I know that stewards and drivers are maybe not the sharpest legal minds, but this 10,000 euro fine strikes me as arbitrary, capricious, unjustified, and unacceptable given the letter of the rules.
Anyone have a link to the stewards decision? I'd like to go over it with a fine-toothed comb.
Ed: found it. This is completely absurd. Not only should there be no penalty, but the three stewards should never be allowed to steward again, because they appear to have no concept of legal reasoning.

The stewards decision, under the section "Reason", reads as follows:
"WRC Art. 2.13 clearly states that the "... receipt by the crew of any manufactured materials (solid or liquid..." is not allowed."
Well, actually, no motherfucker. It states that "The use or receipt by the crew of any manutfactured materials (solid or liquid, unless supplied by the organizers)..." is prohibited. Nice try leaving that part out, as if nobody would consult the fucking rulebook. Obviously the timecard is supplied by the organizers.
The stewards' decision continues, "the time card was handed over at a regroup, which appears to have been permitted under WRC Art. 48.2.2 unless it is a regroup before a Power Stage, which was the case here"
So let's consult the rulebook again. Rule 48.2.2 reads, "The passing of food, drink, clothing and information (data card, road book, etc.) to or from the crew when located in the zone is permitted:
-in tyre fitting zones, in light fitting zones from the personnel authorised in the zone only;
-in service parks, at regroups or whilst the cars are in a media zone."
However, I cannot find any reference to not being allowed to receive materials at a regroup specifically before a power stage. I don't know where this is coming from.
Once again, I can see absolutely zero justification for Ogier/Ingrassia being handed ANY penalty whatsoever, suspended or otherwise. I hope they will appeal and I hope that the FIA will clean up this legal mess that they created through their complete incompetence. But since the FIA are clearly borderline retarded, I don't hold out much hope.

I think the fine is weird. Normally, when they judge it's illegal assistance, the only possible penalty is exclusion. I'm not saying it is, it's a grey zone. And despite being a Neuville fan I'm happy his not excluded. But they don't have to state he breached that rule but not exclude him as they should do with every crew breaching that rule.

Thanks for the reference. It indeed says that 42.2.2 does not apply for the media zone and regroup prior to a power stage. However, that only confuses matters more. Since 48.2.2 is an article that sets out constraints on when and by whom food, drink, clothing, and information can be passed to and from the crew, a strict reading of 13.3.2 would mean that 42.2.2 does not apply at this time and that there are no constraints on passing food drink clothing and information to or from the crew during this regroup. It is unclear what the intent of 13.3.2 actually is, but ambiguous wording can only be the fault of the FIA.
Moreover, it seems to me the stop control made a mistake handing the time card to Tanak, since Ogier could have realized his mistake or been informed by the team (who saw it on live TV) and turned around to go get it. Once it was given to another competitor, that was out of Ogier's control.

"The use or receipt by the crew of any manufactured materials (solid or liquid, unless supplied by the
organisers), spare parts, tools or equipment other than those carried in the competing car or the presence of
team personnel as defined in Art. 48.2."
What the article says is this: You're never allowed to receive any good, solid or liquid, unless the good is supplied (i.e. given) to you by the organisers. In this case the first requirement is met due to a time card being a solid material. So far, so good. Hence the time card could only have been legally given to Ingrassia by the organiser, not by Tänak.
In other words: The rule has nothing to do with the fact that the time cards are issued by the organisers, but the fact of the matter is whether the time card in question is supplied (i.e. given) to a competitor by anyone who isn't an organiser.
Theoretically, if the time card had been given to Ingrassia by a steward (who went to the next time control by foot or bike), the acceptance of the time card would have been legal as per Art. 2.13. Since it was given ("supplied", cf. the rules) by Tänak, the reception constituted a breach of the rules.
Therefore, the decision of the stewards is completely in accordance with Art. 2.13 of the rule book.

That's completely wrong interpretation. "Supplied" != "Handed" (received by hand). The rule is unclear in the second case, so it can be interpreted according to someone's desire.

It has been stated earlier in this thread that it's not allowed to drive back into TC. Probably they decided to give the time card to Tanak as a mean to let Ogier continue the rally, without prematurely ending the fight, since Ogier would have been excluded without time card. I think if it was a random WRC2 driver to have forgotten the time card, nothing like this would have happened.

The International Sporting Code carries this item in the Penalties section
12.1.1.i Failure to follow the instructions of the relevant officials for the safe and orderly conduct of the Event.
It could be argued that Tanak was following following instructions in taking the card and giving it to Ogier. In other words both parties were doing as they were told and had they not done so then they would have both been penalised
I am not sure "it is not allowed to give any assistance". Check the regulations and tell me which article exactly was broken. He was penalised for breaking article 2.13, but I think nothing happened wrong according to this article.
Article that mentioned in decision - Art 2.13
2.13 PROHIBITED SERVICEThe use or receipt by the crew of any manufactured materials (solid or liquid, unless supplied by theorganisers), spare parts, tools or equipment other than those carried in the competing car or the presence ofteam personnel as defined in Art. 48.2.
If that time card was brought back by a marshal or any other "organiser" people - no problem. But it was returned by Ott Tanak, who not an organiser. So Ogier receipt a manufactured solid material. And it was prohibited.
"2.13 PROHIBITED SERVICE

Supply and provide are different words.
If organisers supply to Latvala full charged battery - it would be allowed. But did organisers make that battery? - no, just supply. So you can receive ALL things in the world FROM organisers

Since it was given ("supplied", cf. the rules) by Tänak, the reception constituted a breach of the rules.
Therefore, the decision of the stewards is completely in accordance with Art. 2.13 of the rule book.
I disagree. What is prohibited is "The use or receipt by the crew of any manufactured materials (solid or liquid, unless supplied by the organizers), spare parts tools or equipment other than those carried in the competing car or the presence of team personnel as defined in Art. 48.2"
So what the article says is this: The crew are not allowed to use or receive any manufactured material except those supplied by the organizer... The term "supplied" refers to the nature of the manufactured material, i.e. receipt of manufactured materials supplied by the organizers is not prohibited. If "supplied" were intended to refer to the process of how an item is received by the crew, it would come at the end Art. 2.13, because it would also apply to the use or receipt of "spare parts, tools or equipment..."
Therefore, "supplied" can be read to mean that any item that was initially supplied by the organizers is ok, and that sort of seems to be how the stewards read it, since they mention under extenuating circumstances that "the time card [...] was not a new item received".
Even if you somehow interpret "supplied by the organizers" to refer to how the item is received by the crew, the fact that the organizers gave the time card to Tanak with the intention of Tanak bringing it to Ogier means that the organizers effectively "supplied" the card to Ogier. The only way to argue otherwise would be if there was an explicit rule that clearly stated that the manufactured material must be physically given directly to the crew by the organizers each time.

Of course they are, but the meaning is almost the same. Supply is more of economic term and has more global meaning. And in the context of that, "supply" is more justified to receive something, by someone else on behalf of the supplier.

You are right, although it would good if we could have a native French-speaking member try to interpret the French text of the rulebook, since that's the one that matters anyway.

Probably right, imagine the uproar if the marshall gave the time card to another competing crew to take to him, who then lost it (or 'lost it' ;) ).
The fault is still with the driver/codriver who left it behind to start with, but they would not be happy if they went back for it and someone else had taken it and not passed it on.

(If Tanak shouldn´t have brought the timecard, Ogier had to go back to stage end (outside timezon) and let Ingrassa run and fetch the timecard. That, may have been a late in to the next timecontrol, with 20 secs penalt every minute, which should have been the only bad outcome of the mistake)

My thought on the Sardinia affaire. I don't see the connection between artificial jump and leaving Sardinia. Just remove artificial jumps... That's bullshit imo, all the car were ok, Tommi Makinen should worry about the fact that his car at third year of development broke so easily not about rally sardinia. Also I agree with others that people at Service Park are not how you measure a rally success, even if I think that Olbia and surrounding stages are better and can provide more closeness with the SP.
At stages is always full of people much more than a lot of others rallys, that's where you call a success.
On the other side I think that if you move WRC in the mainland you will have much more fans. I think the heart of rally in Italy is in the center/north of the mainland but the federations there have not enough money to organize a WRC rally. Anyways if there is a place in Italy where WRC should be hold is up there.
Regarding logistics I fully understand the teams. I live in the mainland but I occasionally go to Sardinia because my parents and some old friends live there and it's very difficulty to do it for me as a private traveller, with no more than a luggage with me. I can imagine it's a nightmare for teams, also in terms of costs.

Unbelievable end to the rally. Right at the finish line. The emotion, intensity from fans and driver, I can’t describe the feeling being there.

I would completely support an event with nightmarish logistics if it brought something unique and desirable. Safari? Yes. Azores? I'm Sold. Sardinia? Well...
Maybe it's just me but it feels like the most 'generic' rally on the calendar. Like, if you wanted to make a rally video game but you didn't want to go through the hassle of recreating real events and stages, you'd come up with something that looked like Sardinia. It's dirt. It's in the middle of the Mediterranean, right next to Corsica. I guess it's hard on the cars? But not exceptionally hard, the way Acropolis was. Sardinia back to back with Portugal reminds me of when we had Alsace back to back with Germany.

its very easy to support something without having to organise it or finance it...

I think you're right, Sardegna and Portugal are just too similar in character especially one after the other.
I remember San Remo being quite spectacular, but would it be too similar to Corsica if they brought it back now?

Even Corsica is too similar to Corsica right now IMO.

I like Corsica, its good to have a rally thats a bit different to the others with longer stages etc.
I know some people think its more exciting to watch 3 short stages than one long one, but if you feel that way you can just watch the split times from the long stage. ;)

As long as they shuffle events a little bit that could be awesome. Not year after year the same story. I don't like Turkey being even on calendar but on the other side it will be interesting to watch after long time that something new is in the game.

Could the Sardinian organisers work at deal with the San Marino Rally Legend to alternate years?

I don't think that is realistic. Rallylegend is already very crowded with lots of traffic and people between the stages and everywhere, with WRC it could be much more crowded. IIRC one of the reasons Sanremo was replaced with Sardinia was that the roads in the area couldn't handle the amount traffic generated by spectators driving between the stages.

Went straight to Le Mans after the rally so a bit late to the party with some photos. If anyone still cares haha.
Happy to have ticked this event off - especially given it won't be around much longer.

Have you ever done any rally? Time card is basic focument on every rally, it works everywhere in same way. In some local rally and same also in WRC.No I haven't, that's why I asked. I assume as a novice, that the time card was there in the beginning of rallying so that you could easily compile stage times to a rally time and determine the winner.
My assumption is that with synced clocks, the stages were all clocked via the time card.
Today when we have fancy timing equipment and live updates and all the times going into databases almost instantly, does the time card actually mean anything? Again, asking as a novice. How is it used?
