if Ogier catches Latvala and Neuville stays 4th, it's really the worst case scenario for Thierry, only 1 pt ahead for Australia... If he catches Ogier, on the other hand, would be a nice advantage. But getting 7 seconds from Latvala won't be easy.

Yes, I'd be even more specific and blame Matton. Under his leadership Citroen went from the clearly best team to basically the worst one in summer 2017. So far Budar seems to be doing good job, specially given the starting point.
The point standings clearly also have a lot to do with often running 2 cars with 2nd and 3rd rate drivers (no offence meant to Breen and Řstberg).

It's easy to blame Matton in hindsight. Maybe his biggest mistake was giving Meeke so many chances to drive (and keep driving) in the WRC.
