It is good that you explained possible advantages / disadvantages for drivers starting later or in a National field. But I'm more than 100% sure, all drivers are aware of that - rules are known, they are not fair (when are rules fair for all competitors ? For every sport we could comment hours & hours about justice...). If somebody from drivers thinks this is a cheat, he or she can still stay at warm home...
Instead of whining let's concentrate on this beautiful event, we will check achieved times from all top drivers, and that's it.....

I don't agree. Normally if somebody has gravel kit then he uses those rims. Trust me more people have 15inch gravel rims than 16inch snow ones. Don't know how it's in case of Mini, but normally big tarmac brakes are not fitting in 16inch rims also. Same with tarmac suspension spigots.
Studded 15 and 16 inch tires are not same width, thread, etc - they are different. In really snowy conditions 16inch ones are faster, but when it's less snow, more frozen gravel/ice then often 15 inch are faster.
