Cash is tight at M-Sport with the Evaluation Centre to be finished and 2022 car to be started. A few runs in Greystoke will probably be all they'll do.

"It's tough right now,” said Wilson. “I’ve been in this business a long time and I can’t remember anything like this – nobody can. As you know, there’s nothing more important to me than each and every member of my staff. We’ve had to lose some of them, we’ve had to make some redundancies because we simply didn’t have any money coming into the company.
“When there’s no rallying and no racing, nobody’s buying cars, nobody’s hiring them, buying spares, there’s no rebuild work. Everything just stopped.”
“The last thing I want to be doing right now is spending money,” said Wilson.

Testing of the new 2022 Cars was planned to start in 6 months time (Jan 2021).

But the pandemic delay and loss of income has had some effect though.
Toyota has recently canned their GR Yaris and will spend on developing their curent car instead.
Without full Ford backing it's therefore likely M-Sport will have to cut their current car test/development costs to ensure they are ready to build and test their 2022 car.
But Hyundai can probably do anything they want such is their funding.

Regarding Wilson's words, they could have used the Government's furlough scheme instead of making any redundancies, especially that this is now extended till October, but of course the chances are, they intended to make these people redundant anyway and just used the current situation as an excuse.

As I was saying about M-Sport saving money and/or using Greystoke...
'Despite the fact that the teams agreed to have four days of additional tests to the test days that are linked to each rally on the calendar, the Cumbrian preparer has decided to forgo them to save costs .
This was explained by Richard Millener , director of M-Sport, "We did not find it particularly convincing to go testing in Finland when we know that we are not going to compete there this year. In addition, there is the financial issue and the question of whether we could bring back the personnel who traveled to that test due to the confinement and quarantine regulations that exist in the United Kingdom. Travel is quite complicated for us. The feeling we have is that we prefer to wait, understand what the schedule will be like and then make our test plan around that . Until we have something definitive about the WRC, we save resources."
