I think they just change the numbers on the cars. The numbers aren't assigned to any car in particular. So Paddon will have theoretically the same car as before, likewise Neuville.

Cars are entered by teams. The team is required to keep chassis and key components for a number of linked events. "Hyundai Motorsport" and "Hyundai Motorsport N" are different teams. If drivers are swopped between teams during linked events then the drivers need to swap cars.
While I understand the general principle I would be very interested in learning more about how this works in practice from someone who understands the detail of the regulations

Yes i think you are right, but I don't think this has been the case for Paddon. The only place where it came into effect was in Rally Sweden 2015 when Paddon was promoted to the top team for one rally in place of Sordo who was injured thus Paddon driving with Sordo's differential settings. I think Paddon has said in one of a Q&A i believe that it didn't make a difference in terms of the car which "team" he drives for.
