That is quite extreme comparison Lundefaret, football and rally have nothing in common from technical point of view and the teams hardly spend 99.5% of their budget for developing the cars. Also I don't agree teams don't invest in their driver development, I'm taking VW as example though, Latvala has personal mental trainer assigned by the team, Mikkelsen has been guided sometimes also when mistakes happen too many (ref. Mexico last year).

Is monte di ala' a very rough stage? RRCs seem to have an advantage over R5 today?

That will all depend on the price. There are a few rich people who don't care, but the biggest group of drivers are constrained by budget. If they can give good deals, they could sell cars.
