Looks similar to the famous "snow ghosts" at Whitefish, Montana.

no the snow covered trees in Montana. THese things are up to 40m tall.

Why? I'd like to visit those rocks ( in case they are in Russia). And Hermitage Museum. And the Red Square. And Kremlin. And Lenin's mummy ( if still available
). And St. Basil's Cathedral. And for many many other such reasons......

That will all depend on the price. There are a few rich people who don't care, but the biggest group of drivers are constrained by budget. If they can give good deals, they could sell cars.
