Lappi and the windshield issue: the WRC regulations provide for it, all regular. Rallyssimo.it had a deeper look:
"the sporting regulations of the WRC foresee exactly such a situation and frame it clearly. Indeed, what happened to Henning Solberg in 2006 in Sweden prompted the FIA to regulate a potentially dangerous situation"
"Driving in the special stage without the windshield is allowed only if both drivers wear protective masks in accordance with the EN1938 standard or a full-face helmet with a closed visor. For information, in all cases described above, the police can still stop the crew and prevent them from continuing on public roads regulated by normal laws. It should be emphasized that, according to the last sentence, the police could have stopped them in transfer and decided otherwise, and perhaps it is in this case that Lappi could perhaps have counted on the fact that he was Finnish."

I don't know the detailed regulatios in each country, but there are quite a few road legal cars that have no windscreen in the first place
(Caterham/other Lotus 7, KTM X-bow ++).
It's something completely different than driving with 3 wheels only.

as written somewhere before, then Finnish police could have stopped him on the road, but didn't. Was it common sense or Finnish guy driving for podium, can't say.. Would they(police) have let Tanak, Evans or Neuville continue if leading in front of Finnish guy with dangerous car, don't know.

I think you have seen a lot how Ott drove. Like has been said here, Much more aggressive and sideways and carrying more speed. The Toyota looks much more stable
Breen was somewhere in the middle of the first group and second tiers. He was hesitating a lot on some places. For example at Ässämäki, very fast downhill with a little bump before very fast left. He braked the most there out of the whole bunch#8 Ott Tänak - Martin Järveoja #8
