Think that is an big overstatement.
Toyotas heritage is forgotten inhouse, so I think everyone was on step one last year. The cars are simply not built for these hard conditions and why they haven´t adapted might as well be FIA´s fault. I don´t know.
Seeing this mornings failures gives even more reasons to stop the Safari adventure for coming years..."Reis vas pät pat kaar vas kut"

Neuville in the Media Zone: "Problems already in the start of the stage, I was losing power. We carried on, in the sandy part it got worse and in the end we had no power at all. My air filter box came loose and obviously all the sand went in."
So either crappy design by hyundai, or crappy service by the team. Nothing to do with it being rough.

I would definitely go with crappy service by Hyundai team. Just check this team preparation video for Rally Italia Sardegna WRC 2022 on 2:48 where a mechanic is tightening the hub assembly with just one arm using the other arm to handle his phone https://youtu.be/UD0cOG44eEw?t=168

So many issues. Seems it's partly the cars but also some drivers are pushing like it's in Europe.
