So Evans given a notional time and will SuperRally. Is that because his car caused the red flag or team's decision (car's condition)?

This is not uncommon in Monte when the marshals stop spectators getting a car back on the road, remember the Suninen / Rovanpera scenario from 2019 on SS1.

Following front impact on stage 11 of Rallye Monte-Carlo @OttTanak was forced to retire on the road section for the day.

If the marshalls had used their head planning, this rescue could have been done without destrying the only real Monte stage on snow/ice/asphalt so far. It was a joy to watch.
They had 3 min gaps, and with some planning of ropes and people working with the driver this operation took 30 sec. If they had 1 marshall slowing competitors, and getting people out of the road if it took more than 3 min.
But you need 1 leader able to plan and execute, the rest is easy.

After two years in the wilderness since Meeke went, not really caring who won any rally, on Thursday I saw Breen chose the number 42 and suddenly I was a Breen fan.
Well, so far so good.

The thing is they tried without toe rope and the car dropped more now being very close to the edge. Then with the toe rope you have a conga line of spectators around a corner filling the road, then when the car is out you have a car on a 1 lane road going the wrong way. It's one thing to get it out with a neutralised stage and another with cars coming every 3 minutes on live TV.
