    No, there is no such rule.
    Rallyling is different than other (normal) sports. For example - in light athletics you need to have good results in your national championship, then you "get promoted" to European Championship, then to World Championship and Summer Olympics. In rallying you can compete in any championship you want, even if you have no skills.
