    I think that it is vice versa.

    The Rally3 FIA 1620 ccm limit was most likely set to keep cohesion with R5/Rally2/R4/Rally2 Kit/R3T rules set before. Those were set years ago to allow Renault using their 1618 ccm engine in Clio R3T. It is possible that Toyota calculated with the R5/Rally2 limit when they developed the GR4 just like some other teams did with their R5 engines (M-Sport, Škoda).

    That could be the case. On the other hand, Rally3 was initially planned to use Rally4 engines (up to 1333cc) and the cc limit raise was apparently asked by some of the manus (including Toyota), not by all; at the time it was said that the restrictor size would vary according to the engines capacity, in order to balance the cars performance, but eventually it’s the same for all (just like the 1210kg weight). It’s hard to see how current rules can provide a fair competition for those having smaller engines, still let’s hope PSA and Renault can find a way to join and boost Rally3.

    I know it hasn't been made public yet, but I know they were at least studying it.
