    This is not completely correct info. There is a rule about it in WRC regulations:

    12.3 NATIONAL/REGIONAL CARS
    12.3.1 Cars homologated or approved by the ASN of the organising
    country will be permitted to take part in WRC events if
    stipulated in the supplementary regulations, without eligibility
    to score Championship points.
    12.3.2 These cars must, however, comply with the safety requirements
    as stipulated in Appendix J, Art. 253 and with all other
    applicable provisions and procedures stipulated in the present
    Regulations (e.g. tyres, barcodes, fuel, restart regulations etc.).
    12.3.3 Prior to the rally, the organiser will propose to the FIA a list of
    cars for approval.
    12.3.4 Drivers entered in the national class shall always use a different
    entry form.


    For me it is quite strange that FIA made this special rule for WRC. So in fact, in highest category you can start with any bastard, which doesnt have any valid homologation (I am sure that this car of Block doesnt have at least national homologation), but on other FIA races it is not allowed. Especially with the bad politics of FIA with homologations, when we have not so many new car homologated and lot of countries is making national homologations of some cars, it is another rule which is out of logic...
