No Power Stage

For sure all those involved in the rally are naturally wishing to go home ASAP, but once it was decided to complete the 2nd leg why didn’t they turn today’s last proper stage (SS18) into the power stage?

Cuz regulation says that last stage of a rally = power stage. So they must run SS21 as Power, but seems didn't want that for some reason.

That can be amended, given the extraordinary circumstances. But regs also state that it must be preceded by 40 min regroup which is impossible atm - and it should also be televised, as per regs, which SS18 seems to be.
