What if Loeb and Meeke are 1st and 2nd comfortably, what would the team orders be? Let Loeb win and recieve great publicity or aid Meeke for a championship-chance (which is unlikely anyway...)?

100% sure they will let Loeb win.

All the plans from Citroen this season are about maximum publicity for least amount of money. Loeb winning gives maximum publicity, Meeke winning WDC is extremely uncertain prospect and possibly also gives less publicity even if it happens.

Agree about Ogier, it was quite clear his motivation went up 2-3 times the normal level when Loeb was ahead of him in Mexico.
