In the aftermath of the accident of Jules Bianchi, the FIA has run a couple of tests at the USGP to check out how well this system could be used.

Under yellow flag conditions there will be a delta time the drivers can't exceed. From my understanding of the explanation they gave on MSNBC practice coverage, drivers will be given a warning, then when required the governing body will monitor and if needed slow the car, similar to the pit lane speed limiter. From the article linked below, both visual and audio tones will let the drivers know where they are in relation to the delta time.

I think this has a lot of potential. It's a shame it has only happened after a tragic accident.
