The lack of Safety Car after Sutil's accident was not a momentary lapse of judgement by someone in race control.
Having double yellows and no SC for a tractor on circuit has been a common practice for quite a few years.
In hindsight it was only a matter of time before F1's luck ran out. Hopefully Jules makes a full recovery.
Agreed.
That was deliberate, for obvious reasons.

The official line was that the stewards didn't have the power to unilaterally change the time of the race. The promoters, Honda, were apparently offered the option of changing the time, but declined it. My guess would be that they were thinking about ticket-holders travelling to the circuit more than European TV viewers.

FIA for having safety car out too long at the start of the race. Not sure why F1 bothers bringing wet tires anymore. They are no longer needed in the modern era of panzy F1.
Hamilton's race engineer again for giving him wrong advice.
Ferrari for obvious reasons.
Maldonado because he is always a donkey.

Wet conditions. Portuguese Autosport brought something to the table... the WRC2 crews are using a WRC spec tyre that is harder than the spec Meeke and other CPR runners are using.
